Reigate and Banstead Council has confirmed that work to erect 6 foot fences around homes in Kingswood Warren Park after six properties were purchased by a mystery buyer, began without consent.
Local residents are angry that the construction commenced on the multimillion pound estate without consideration to them.
The Council says that all work to the properties has ceased on their instruction and they are now considering an application for the work to continue.
