Surrey is working to bring in a new scheme which could reduce the congestion caused by roadworks across the county.
The Lane Rental scheme, which has been pioneered in London and Kent, would impose extra charges on works which cause delays on the roads at rush hour, but would support those which keep traffic moving or run during off-peak times.
The county council says the rules will encourage both councillors and utility companies to think of innovative ways to keep roads flowing at peak times.
The new powers will be discussed by the council later this month and if approved would go out for consultation and approval by the Department for Transport over the summer.
