Health Secretary Matt Hancock made the announcement in parliament yesterday.
“In the south east of England cases are up 46% in the last week therefore it is therefore necessary to apply tier 3 measures across a much wider area.”
Only Waverly in Surrey will remain in Tier 2.
It means people cannot meet other households indoors or outdoors and pubs and restaurants must close.
Restrictions are to be eased over Christmas but governments in all four nations are urging people to keep festive gatherings to a minimum.
